There are number of reasons:
1. Tight shoe thats two small. Try going up a half to one full size.
2. Achilles tendonitis. Tight calf. You may need to to call stretches.
3. Top rim of the shoe is to Tight. Try bending the rim back and forth with your hands. Leather softener may work too.
4. Try a thinner soak.
