Pedorthic Footcare Association's Position Statement On State Licensing of the Pedorthic Profession

The Pedorthic Footcare Association (PFA) encourages passage of legislation for professional licensing requirements for pedorthic practitioners by the individual states.  PFA feels it is a necessary measure to ensure patient safety and quality of care.In addition, licensure will serve to maintain benefit integrity for states providing reimbursement to providers for eligible beneficiaries, and for third-party health insurance providers.

The need for qualified practitioners has already been recognized at the federal level within the Medicare program by the Centers for Medicare and Medicaid Services (CMS).  CMS has promulgated a rulemaking that narrows the scope of practitioners that can participate as providers under the Therapeutic Shoes for Persons with Diabetes benefit (TSD), to include American Board for Certification in Orthotics, Prosthetics and Pedorthics (ABC) Certified Pedorthists (C. Peds.), Board for Orthotist/Prosthetist Certification (BOC) credentialed pedorthists (BOC Peds.) and/or state licensed pedorthists.

PFA supports the adoption by the states of the model legislation for state pedorthic licensure that it has developed.

Background

The practice of pedorthics is a recognized allied health profession with educational standards established by ABC and BOC.  The profession is represented in Washington, DC by the PFA, and currently has some 1,700 members across the United States and around the world.   PFA is one of only three professional associations in the world representing pedorthic practitioners.

The increasing population of elderly and physically challenged individuals who need pedorthic services requires that the pedorthic professions be regulated to ensure the provision of high-quality services, footwear and orthotics. At-risk patients deserve the best care available, and will benefit from the assurance of initial and ongoing professional competence of the certified and/or state licensed pedorthists practicing in each of the fifty states.  The practice of pedorthics serves to improve and enhance the lives of individuals with disabilities by enabling them to resume productive lives following serious illness, injury, or trauma.  Unregulated dispensing of pedorthic care does not adequately meet the needs or serve the interests of the public.  In keeping with State requirements imposed on similar health disciplines, licensure of the pedorthic professions will help ensure the health and safety of consumers, as well as maximize their functional abilities and productivity levels.
